SPECIAL TRAITS

  • Innate Spellcasting. The rusalka’s innate spellcasting ability is Charisma (spell save DC 19). Spells marked with an * are aquatic spells. These spells impose disadvantage on saving throws to resist the effect if the target is standing in water or is wet. She can innately cast the following spells, requiring no material components:
  • Amphibious. The rusalka can breathe air and water.
  • Legendary Resistance (1/Day). If the rusalka fails a saving throw, she can choose to succeed instead.
  • Magic Resistance. The rusalka has advantage on saving throws against spells and other magical effects.
  • Reactive. The rusalka can take one reaction on every turn in a combat.

ACTIONS

  • Multiattack. The rusalka uses or maintains beckoning call then can make up to four tresses attacks and one staggering touch attack.
  • Staggering Touch. The rusalka touches one creature she can see within 5 feet of her. The creature must succeed on a DC 19 Intelligence saving throw or take 13 (3d6 + 3) psychic damage and be stunned until the start of rusalka’s next turn by overwhelming feelings of desire and shame.
  • Piercing Tresses. Melee Weapon Attack: +8 to hit, reach 15 ft., one target. Hit: 20 (3d10 + 4) piercing damage. If the target is a creature, the rusalka can pull the target up to 10 feet toward itself, and the target is grappled (escape DC 16). The rusalka has four tresses. While a tress grapples a target, the tresses can attack only that target, which occurs automatically at the start of the grappled creatures turn.
  • Beckoning Call. The rusalka sings a magical melody. Every non-fey within 300 feet of the rusalka that can hear the song must succeed on a DC 19 Wisdom saving throw or be charmed until the song ends. It can stop singing at any time. The song ends if the harpy is incapacitated. While charmed by the rusalka, a target is incapacitated and ignores the songs of other rusalka. If the charmed target is more than 5 feet away from the rusalka, the target must move on its turn toward the rusalka by the most direct route, trying to get within 5 feet. It doesn’t avoid opportunity attacks, but before moving into damaging terrain, such as lava or a pit, and whenever it takes damage from a source other than the rusalka, the target can repeat the saving throw. A charmed target can also repeat the saving throw at the end of each of its turns. If the saving throw is successful, the effect ends on it. A target that successfully saves is immune to this rusalka’s song for the next 24 hours.

REACTIONS

  • Deadly Reach. In response to a visible enemy moving into her reach, the rusalka makes one tresses attack against that enemy. If the attack hits, the rusalka can make a staggering touch attack against the target as part of her reaction.
  • Witch Time. When a rusalka is hit by an attack she may use her reaction to slow down time around her. This imposes disadvantage on the attack roll and the triggering attacker must re-roll the attack taking the lower number before determining if the attack hit the rusalka.

LEGENDARY ACTIONS

The rusalka can take 2 Legendary Actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. The rusalka regains spent Legendary Actions at the start of its turn.

  • Lashing Locks. The rusalka can make an attack with her piercing tresses. It cannot use this action against a target more than once per round.
  • Summon Madam Butterfly (1/day, Costs 2 Actions). The rusalka calls upon her infernal patron for aid who sends an infernal butterfly to aide her (use a hellwasp or wraith if you do not have access to the hellwasp).

Rusalkas are cruel and bitter fey who inhabit waterways near humanoid settlements. Although rusalkas are not undead, some persist in believing that these fey form from the spirits of those who met a sinister end in the water. Rusalkas do little to dissuade such rumors. Rusalkas are fond of keeping a few charmed monsters or powerful humanoids nearby to aid in their defense or for other forms of cruel and humiliating entertainment, but quickly grow bored with such pets. When this occurs, rusalkas generally murder the creatures and seek more interesting replacement pets.
