This blue cloak appears to be a cloak of protection.

Curse. This cloak is cursed, a fact that is revealed only when an identify spell is cast on it or you attune to it. Attuning to this cloak curses you until you are targeted by a remove curse spell or similar magic; removing the cloak fails to end the curse. Once attuned to the cloak of weakness, you take a -1 penalty to your Armor Class and saving throws.
