This ceramic figurine resembles some kind of humanoid. When broken (usually by throwing it at an area or object bearing a spell), it releases a burst of abjurative energy on whatever it is touching, which functions as a dispel magic spell using an 8th-level spell slot. This automatically ends any spell of 8th level or lower on the target, and against each 9th-level spell on the target you can attempt an Intelligence check with a +5 bonus against DC 19. On a successful check, the spell ends.
