Hoarfrost Halter

Wondrous item, rare

An animal wearing a hoarfrost halter gains immunity to cold damage and does not have disadvantage on Wisdom (Perception) checks made in wintry weather conditions, such as snow, sleet, or fog.

Snowy and icy surfaces are not considered difficult terrain for the animal and it does not slip, negating any disadvantage on Strength or Dexterity checks it might incur on ice or snow.

An animal wearing the hoarfrost halter can breathe a 15-foot cone of snowy mist. Creatures in the area must make a DC 17 Constitution saving throw or take 1d6 points of cold damage (creatures brought to 0 hit points with this damage are knocked unconscious, not killed) and gain a level of exhaustion. The ground encompassed by this attack is covered in snowy mist, affecting it as sleet storm.

This ability can’t be used again until the next dawn.
