Manacles of Silent Penance

Wondrous item, legendary (requires attunement)

These seemingly delicate shackles are connected with fine silvery chains whose fragile appearance belies their hardness and effectiveness. As long as the manacles of silent penance remain locked on a creature, which requires you to put them on as an action while they are either willing or unconscious, that target’s space is affected as if by a silence spell, an effect which is ended when you either take them off the creature or they are removed. You can remove the manacles as an action, but it takes any other creature a DC 25 Strength check or a DC 30 Dexterity (Sleight of Hand) ability check. A creature wearing manacles of silent penance that attempts to speak, break the manacles, or open their lock is wracked with pain, taking 2d6 psychic damage.
