Duration: Instantaneous

You unleash an invisible ray of energy that befuddles a nearby creature. The target creature must make an Intelligence saving throw. On a failure, the creature has disadvantage on their next attack roll or ability check. This cantrip can only be used once on a given creature within the span of an hour, after which you can use it again. Knowing a creature’s truename lifts this restriction, and you can affect that creature repeatedly with this spell. Creatures with legendary resistance or actions are immune to this effect unless their true name is known, in which case this cantrip still only works once per hour on that creature.
